The bill (Reg. No. 3066) is aimed at fixing at legislative level legal and organizational basis regarding issue of a permit for the right to buy, keep, carry, transport and use specifically determined types of weapons, means of individual protection and active defence, industrial-purpose explosive materials and also the right to open and operate the objects of their storage or use.

Committee members believe that implementation of bill provisions will promote establishment of additional conditions for securing protection of life, health, property and legal interests of natural and legal entities, as well as state control over handling with objects of licensing system.
